Hi VK,

if the container contain different dried food products from different manufacturers but under same/one invoice by the supplier with all the necessary documents, will the container classified as LCL or FCL? My agent is telling me even if the container is full however if consisted with different invoices from different supplier, then that container will be considered as LCL, is that true?

39Hi, VK

I would like to knw more info, about import agriculture tractor Tyre from China. Could you please give me some guide line other then B/L, Invoice and Packing list what are related certificate need to provide by shipper or supplier before we confirm our purchase.

2)What is Malaysia tariff code for agriculture tyre and duty rate? Any related document require at Malaysia (import permit or certificate) and which are the department shall I go to.

Also I looking for loose cargo (RORO / conventional service (heavy machinery) from Japan (YKHM port) to Sabah (KK Port) Can you introduce any shipping agent can quote me they FOB rate.

TQVM.

VK said...

Hi ynnosc, shipping via seafreight, mean shipment thru a consolidator (LCL service). Once shipment sailed from Port of Loading , you will receive the Bill Of Lading. It is stated in the Bill of Lading , company to contact in Malaysia for cargo collection. On the custom parts. Although you can actually clear the custom yourself , but not recommend to do so. Custom transaction is via electronic data and you will need to go thru few stations before finally get the clearance complete not counting the others running around jobs like collect DO from consolidator office, pay warehouse and port charges and etc.... I do not get what you means by custom charge and who you need to contact. Custom do not charge any fees for clearance service ( only import duty and sales tax of the goods)Sports item tax free. A forwarding agent will charges for the service you engage. Contact a forwarding agent for the clearance and for transport , yes you can pick up the goods yourself.

VK said...

Hi Jean, new tyre for algriculture or earth moving. There will be 30% import duty and 10% sales tax application. No special trade tariff made so far between China and Malaysia on this item yet. This item not require permit. You can check the tariff at www.tariff.customs.gov.my
On the RORO and Conventional vessel service to Sabah , sorry i cannot help, since there is no regular vessel on this route. Try to send inquiries to large establish Japanese forwarders. They do have regular project inbound via conventional vessel into Port Klang. They may able to help.

VK said...

Hi, sorry i missed the question regarding the dried food lcl/fcl. You mention one invoice . One shipper (supplier ) then. Will be FCL. But if multiple suppliers and each of them need a bill of lading then LCL . Then your shipments will come with more than one invoice. How many bill of lading is issued on your shipment for that one container?

Unknown said...

Hi VK, there will be few products from different manufacturer but will try to get everything under one invoice. The main supplier willing to help me put everything under his invoice. However what he concern is if Malaysia custom asking for more documents of other products that's not manufactured by him, he would not able to produce. He told me that he can get all products to test and produce certificate of health, do you know or encounter custom requesting for more documents on dried food products? My main products will be rice noodle, rice paper, spices in powder form and coffee powder..

VK said...

hi, the dried you mentioned need health certificate. So far not encounter extra documents needed. If your dried foods in bulk, you need to make 1 pack (minimum 300gram) sample for inspect. (100% checking)
- Food information label.must hv onto every packaging.
example : (Energy per/100ml (100kkal (420kj) , ( Carbohidrat per /100mln(23.8g) , ( Fat 0.g )/
- Importer label. (Cnee name & full addrs.)

IMPORTANT NOTE. THIS DO NOT APPLY FOR DRIED SEAFOOD. You need fishery(Perikanan Permit) for import. Obtain permit prior import or else, hefty penalty will incur.

Hi,Are we allowed to amend the C1/ C8 after submission is made to customs via SMK.If yes, what will be the process? Thanks

Ryzen said...

Hello VK, do you have an email/handphone by which I may contact you?

Need your assistance re: my shipment.

-Ryzen
sorceress69@gmail.com

VK said...

Custom form amendment after submission via SMK can only be done by custom office. You may need to write in a letter with reason of amendment request.

Hi Ryzen, hope will be contact with some forwarder soon posting your contact on my blog. I cannot handle shipment. I am just sharing information on this blog, to keep myself updated and learning along, and hoping it may help the industries.

Ryzen said...

I have come to understand that I need to get a permit to bring in my rim and tyres. Sigh. This is for personal use and not to sell not sure why that is needed.

Can you guide me with this?

VK said...

Hi Ryzen, permit is need for all new pneumatic tyres due to road safety. Check with your forwarding company, since yours is not for commercial and most probably a complete set with rims (if used before? means already have the necessary approval from the origin country). Or if new, in a complete set? There is 2 suitable hs code (4011.10.000 - need permit (tyres only) . 8708.70.910 (Wheel and accessories fitted with tyres , rims) No permit requires.
Since final decision is with the custom authority . To be safe get your forwarding company to confirm this before import. Hope this may help.

Hello VK. I would say you have provided the best advise and information regarding this freight thingy. Esp for newbies like me.

Can you advise the possible charges involved if I were to send 18 boxes of Corelle (already packed and bubble wrapped and sketch wrapped into 3 boxes of 43.1cm x 40.6cm x 59.6cm and each weighting about ~30kg)

I am sending the items from Australia to Malaysia. If you can roughly advise the tax/VAT/etc that would be great. I've gone through heaps websites. but too overloaded with information on CIF etc etc

what would you suggest Air or Sea Freight?

finally. some ppl said that the taxes or charges can be avoid by shipping cargo ? is that true.

VK said...

Hi N Shairah, base on your cargo information given (volume : 0.313m3, chargable weight via Airfreight : 52kgs)
Malaysia import of Glassware/kitchen will incur import duty 30% and sales tax 10%. Your cargo is minimum, will not give much different via seafreight or Airfreight ( both will cost you more or less about RM2000 eg Perth town to Klang valley door (not include custom tax) From Regular freight forwarder , Not courier service) On the tax charges, all cargo are taxable unless it a personal used items

N Shairah Ishak said...

Thanks VK for your reply. Basically we will just need to pay additional about 30% of the item value + 10% of the item value right?

VK said...

Hi Shairah, custom tax is calculated from cargo value+insurance+freight. Import duty 30% of this. Sales 10% will be calculated of ;after cargo value+insurance+freight+import tax 30%. Hope this help.

Hi VK,

I would like to export some electrical construction goods from Malaysia to Bangladesh. Items will be like wiring, piping and so on. Can you advice me on how am I going to do so as I do not have any contact. Please advice me. Thanks.

VK said...

Hi Krissu, you are first time exporter. Suggest you contact a logistics company for help. There are lot of logistics company around. You can easily come to one with a click on the web search engine. Export is very straight forward transaction for the commodities mentioned ,but you need to check more details on permit and etc at Port of Discharges ( Bangladesh). It is your buyer responsibility if your selling term is CIF or FOB Malaysia Port( as long as it is not Door delivery ).

Hi VK,

I have another question on the food product that I want to import from Vietnam. The packaging information of the product basically all in Vietnamese, will that be a concern for Malaysia custom?

Thanks

VK said...

Yes,will be a problem. Packaging, and all related documents must be in Bahasa Malaysia or at least English.

Hi VK,

Can I ask for you help if you know any contact & recommendation to get an agent to apply for food item import permit, dealing with Fosim (MOH)(documentation, food sampling, food labeling matters) and other relevant authorities? I need an agent who is familiar with food industry & able to advise all requirement and also able to advise if there is a specific weight/quantity threshold of specific food item that would be liable (and would not be liable) to comply with Fosim (MOH) and other relevant authorities.

Please drop me a mail at huimtan@gmail.com.

Thank you very much in advance!

frankenstain said...

how much is the shipment costing for a container of frozen food?

VK said...

Hi Lil, hope you have been contact by forwarders. My suggestion would be best you attend the application. This will sure help you on all future transaction. It is not difficult as it look. For sea produce you need to first get the LKIM license (fishery department), for others dried food/can food and etc you can import and, your goods imported must have health certificate from origin Ports and labelling must be in English or best Bahasa Malaysia ( with list of ingredients and etc). If in bulk then prepare some sample packaging for inspection . For food supplement and drug, apply for permit. All can be done online.

VK said...

Hi Franke,

Frozen shipment rate varies among carriers and putting an average may be too big a gap.
Frozen food shipped in reefer container, have a much more expensive Ocean Freight. Easily an extra USD1000++ for 20ft and USD2000++for a 40ft on top of normal container rate(Varies among shipping lines on their demand and supply of the special equipments requirement, according to the destination Ports).
While other local charges remain same as regular general purpose container, it has a higher Port THC( for Malaysia average around RM510/20ft and RM770/40ft) and a 50% extra surcharges on top of the standard haulage tariff.

Hi VK,

I have a 1m3 item from Fremantle to Penang Port. This is what had been quoted by shipping provider in Perth, "This is to Port only ; and does not include destination port
formalities or customs clearance/delivery." Please advice what should I do next. Thanks, Fatin

VK said...

Hi Fatin, your shipment end at Penang CFS. You need to appoint a forwarding agent to assist you to do custom clearance and delivery . Since this process may take few working days, you should act now, if your cargo already sailed from Fremantle. You will responsible for all charges occur at Penang CFS (Port)+ DO collection charges + clearance + tax and custom duty + delivery. You can check with PFFA (Penang Freight Forwarders Association) www.pffa.org.my list for a forwarder , if you do not have a custom broker you know. Or you can also contact the consolidator of your shipment ( contact will be stated on the Bill of Lading) or ask shipper in Fremantle for the Malaysia's agent contact. Request them for the clearance and door charges in Penang. They should be happy to help.

I was facing a problem...
Our forwarder charged us :-
from Port Sipitang to Port Klang
1) Forwarding Fees - RM50.00/Container
2) Documentation Fees - RM30.00/Set
3)Clearing & Handling Charged - RM30.00/cont.
4)EDI Service Fees - RM30.00/set
5) Govt Service Tax - 6% (Item 1 to Item 4)
6) S/Agent's Charged
(DO - RM140.00 + SMK - RM30.00 + THC - RM335.00/Container)
7) Haulage + Unstuffing - RM545.00/Container
8) Depot Gate Pass Charges - RM20.00/Container

Did abovemention item was charging double or shouldn't charged us.

Thank you.

VK said...

Hi I'Kranji SB, Charges correct. Looking at it , it is the charges for import clearance at Port Klang + local charges. You may have paid an almost similar charges at Port of loading at Sipitang. That would be the export clearance + local charges at Sipitang Port.

ENG said...

Hi VK,can you please help to make my mind clear that the charges of CIF and FOB? All the charges will be same between CIF and FOB, such as carrier charges & Local export/import clearance charges, but only the freight/ocean charges and Insurance doesn't be included in the FOB. Please correct me if I'm wrong.

VK said...

Hi Eng, service fees (your question on the local clearance charges, Port Charges , or even the ocean freight ) for CIF and FOB, will there be any differents?
We may think port charges and some of the tariff standard fees should be same and only some varies on the handling fees , but then due to the currency exchanges, bank charges, liability and agent service fees , it will appear different. These are all additional cost. They need to be recover. Eg, a seller may quote you RM50 for a CIF service, but later change to FOB, it become RM75. Reason the seller agent need someone to do the collect from you at your country and later remit it back to him at the seller country. Just an example.
I would said it depend case to case and depend on how much profit margin on a job that can absorb to take up those extra charges.Hope it may help.

Hello,

Looking for correct HIS code to transport personal use items from US to Port Klang. Items are Umbrellas, clothing, and vanity items all for personal use.

What is the most appropriate HS code that won't require permit and taxed at the very most 10%.

Thanks.

Hi, i need to know everything there is to shipping and cost and handling.
I'm planning to import Vinyl Records from UK, US and Australia as they are really cheap and hard to get in malaysia and it could go up to probably 1,000kg. these stuffs are fragile too. please advise. Im not too familiar with shipping terms as well. Thanks

DeeDee said...

hi vk,
i kinda new in this shipping world. would u please help me to differentiate this term, COC, SOC and NVOCC. i am too confused with it. thx...

VK said...

Hi Ryzen, there is no one single hs code for few categories of items. Even if is just a piece of sample, a proper hs code must be use and if permit require, you will need to apply ( if it is for personal use,you can avoid permit, but it should be not more than a month volume of consumption)

VK said...

Hi Terenceng, Vinyl Records(gramophone records).Malaysia import occur sales tax 10%. Depend on your buying term (ex-work -you pay from pick up goods from a address given or FOB-you pay only freight effective from Port of loading) , Seafreight or Airfreight, location? For 1000kgs , transportation cost , you may estimate from those mention countries, expect an airfreight cost more or less RM18K to RM20K or Seafreight more or less RM8K to RM10K at least.

VK said...

Hi Deedee, hope below brief explanation clear your doubt. Of course there are more deaper differents of them in terms of responsibilities and who are the parties involved (conclude its roles).

COC (Carriers Owned Containers)-Shipper make a shipment booking with a shipping line, shipping line will release the containers for cargo stuffing and shipment. Upon completed shipment , consignee will return the empty container back to the destinated depot nominated by the shipping line. Any delay in returning will cost a fees (detention).Container below to the shipping line.

SOC (Shippers Owned Containers). Shipper make booking of slot (space)on a vessel from the shipping liner. Shipper assuming responsibility of the cargo inside the container. Shipper monitor, plan and decide the logistics of the container. (other than the cargo inside the container). A NVOCC operator can also be a SOC player and accept shipper booking.

NVOCC (NON Vessel Operation Common Carrier)- A shipment Consolidator or Freight Forwarder who does not own any vessel, but functions as a carrier by issuing it own bills of lading or airwaybills and assuming responsibility for the shipments.

What is the estimate price for clearance and delivery from Port Klang to Melaka for a sectional steel garage door. Ship using an LCL 20 feet (not fully use the whole container though). Estimate weight is around 500kg.

One more thing is there any special permit for a complete finish product which is in my case steel door? What is the duty range? The garage steel door is not available in Malaysia. Thanks

Hi Fatin, hope you have found a forwarder in Penang. I prefer not to involve.

Hi Mr. importer (Plasma Cutting machine (Powersource). HS code you mention 845690 is nil tax, but subject to custom acceptance. If you are a manufacturer you can apply for tax exemption from MIDA. If you are a trader/seller, you may get your buyer apply for it too.

Hi Eddy, doors incur import duty 20% and sales tax 5%
Local and clearance fees Port Klang to Melaka may cost around RM1300 to RM1500 for 1m3 (up to 1000kgs) of goods.

I'm Hadi. I am buying 1000 sets of electrical items from China. The cost of each set is USD500 FOB at Tianjin Port. Each item weights 20kg. How much do I have to invest to bring those 1000 sets of item to my office in Kajang. Thank you for your help.

VK said...

Hi Aini, exporting palm oil, you need MPOB (Malaysia Palm Oil Board ) permit.
For 40m3 , you may need 2 x 20ft container. You may distribute your export best suit you. But you need to take note on the container weight limitation. 20ft container (33m3 space) can load up to 26tons to some new units 28tons of goods (check with the shipping line you book with ,while 40ft container (67m3 space) can only load up to 26tons (some new units may able to accept 28tons)
As for 40m3 of palm oil with it packaging may come up to about 40 tons.

You may need this information. Average Ocean Freight Port Klang to Mersin Turkey is about USD2100/20ft(for heavy goods) and USD3400/40ft (May be cheaper or more expensive depend on season and space demand)

Other local charges (exclude loading cost at factory) will be about per below (some varies among freight forwarding agent)

1)THC: RM350/20ft and USD520/40ft
2)EDI: RM30/set
3)BL fees: RM150/set
4)Telex fees if needed: RM150/set
5)Container seal: RM15/container
6)Depot LOLO : RM25/container
7)Forwarding fees: RM100/container
8)Custom exam : RM50/container
9)Custom docs: RM50/set
10)GST 6% on item 7,8,9
11)SMK : RM30/set
12)Haulage(depend on delivery address)If within Port Klang will be about RM644/container

Hope above may help

VK said...

Hi Candekura, your cargo total weight may come to 20,000kgs. Best is to ship in from Tianjin to Port Klang with a 20ft container. You mentioned FOB price , means shipper pay all related charges at Port of Loading, you will be responsible for the cargo insurance , ocean freight from Tianjin to Port Klang till cargo reach your place (Kajang) .
Electrical items , you may need to first obtain import permit from ST (Suruhanjaya Tenaga) or Sirim. Without this, you will get into huge cost problem if cargo not release from custom, awaiting application process , or if rejected, may have to ship back the goods to origin port.

On the logistics cost from Tianjin Port to Port Klang

Hello VK,
I'm a first-time exporter and is planning to supply dried sea products to Africa by early January next year. What documents do I need and what are the charges that I have to pay? Buyer's term is CIF COTONOU PORT AFRICA. We are loading at sandakan, sabah. 2 x 40 ft containers.
Thanks.
My email address is asiachris1@hotmail.com

Regards: Chris,Sabah

VK said...

Hi Chris, suggest you contact a forwarder in Sabah. Exporting sea products need permit from Sabah Fisheries department. And due to limitation of Main shipping line calling direct from Sabah Port to Africa ports , you may need to plan early. CIF shipment means, you pay all charges from cargo stuffing till container landed at Cotonuo Port. ( take note of buyer requirement too at Cotonuo , such as health cert and etc for your goods) . Depend on shipping lines,Sandakan to Cotonuo you may expect to pay average USD5000++ per 40ft + other local charges at Sandakan Port.

Hi VK,

I am first time exporting 3in1 coffee to Dongbei, china. Would appreciate if you could let me know all the shipping costs as well as local handling cost for a 20ft container, apprx 7200kg. And how long it will take from port klang to dongbei? thanks in advance

Heap

VK said...

Hi Heap, thanks for stopping by. Sorry that i cannot provide much help to your inquiry. Dongbei (i can't find the location, which province and city for it nearest port). Are you selling CIF term ? My only advice is, you need to be clear on your shipment term (Preferable FOB Port Klang or any Malaysia Port term) for first time shipper. Your responsibility end once cargo ship on board. Buyer pay for the freight and advice you who is the shipping line to book with. You only responsible for local export charges ( 20ft = THC RM350, EDI & BL : RM180, Telex if need RM150) + Other logistics cost such as export clearance, fumigation, handling and etc approximately RM950 to RM1100 /20ft and haulage fee( depend on your location) . You are also need to know your buyer requirement on any certification. There should be some control on foods import into most country. Selling FOB term will save you a lot of trouble if cargo got held at destination , especially for a first timer. Hope it help.

Hi Wai, forwarding agent cannot assist you to clear the cargo without permit. You must apply import permit if you want to make the transaction. Each product, permit will only issued to one importer . If you obtained the permit, you will be the only approved importer.

Hi sir, Thank you for reading and posting your question here. My blog are open to anyone who are willing to help and share opinions for the logistics industry.
As for me , moderating and trying my best to give opinion and advice ( May not always right),have help myself a lot in keeping track and learning everyday in this industry. I do not offer any forwarding service as of now.
Back to your question on Animal Feed Import. Yes,you need import permit from Relevant Authorities, not limit to only Veterinary.(for live feed). Depends on what type of feed (grains)-Agricultural department,(yeast and etc (Food Qualities - MOH) . Will the animal feed direct or indirect link to Human food chain? Eg , if Dog or Cat food ( there is no permit require) . On Import Duty and Sales Tax. Yes this applied too, but again depend on which categories. Some do come with no tax. Check your HS CODE (custom Tariff from www.tariff.customs.gov.my ) Hope this little information may help.

Hello VK,
I like to export one 20' container from Malaysia to Chittagong in Bangladesh.
Can you suggest me, which port will be better?
And how much will be Malaysian Export and Clarence cost?

Anee

VK said...

Hi Anee,

Thank you for reading my post. Which is the best Port of Loading for your export to Chittangong? It will depend on your cargo stuffing location? Northern region of Penisular Malaysia, you opt for Penang Port, Central region - Port Klang, Southern region-Tanjung Pelepas or Pasir Gudang , Eastern region- Kuantan. If it is from East Malaysia, Sabah state -Kota Kinabalu, Tawau, Labuan, Lahad Datu, Sandakan . Sarawak State -Kuching, Miri, Bintulu and Sibu

You can searh on my blog (search blog) on the ocean freight , haulage charges and local export charges. By then you should be able to decide best Port of Loading. I do not have enough information from your enquiries to provide more details.

Hi VK,

I am planning to import corelle dinnerware from US to Malaysia via sea freight and would like to know how much is the cost like for shipping, custom clearance, insurance etc. 1 set (box) is around 11 x 6.8 x 11 inches ; 6 kg. I will be shipping around 200 sets.

I'm a newbie and I certainly have zero knowledge on this. Appreciate your help. Do you have email address? Tq - Maria-

VK said...

Hi, base on your dimension given 11x6.8x11 inches (6kgs each x 200sets) convert to metric will be about (0.279mx0.173mx0.279m)x200sets=2.17m3 . 200sets x 6kgs=1200kgs. USA LCL chargeable revenue ton will be 300kgs = 1m3 . Therefore you shipping cost will be base on 4m3.

What is your buying terms.
1) DDP ( shipper pay from door to your door , inclusive custom duty)
2) DDU (shipper pay from door to your door, but import clearance at your cost and duty unpaid)
3) CIF (shipper pay freight and Insurance while you pay import clearance onwards)
4) FOB (You, the buyer pay freight ,insurance and import clearance)
5) Ex-factory (you , the buyer pay freight, insurance, transport and all related charges from the pick up of cargo from seller door).
++ You can search my other post on incoterms++++

It is not easy to give you an estimated cost without detailed information such as your shipping terms, cargo pick up and delivery address.

I posted some information on shipping cost from USA before this. Without knowing pick up point in USA, costing from CFS (container freight station)

1)(FOB term)You paid from USA seaport CFS up to deliver Klang valley door will cost est. RM5000 to RM6000 or more depend on where is your nearest CFS .(could be inland and incur extra trucking)
2)(CIF) Seller send up to Port Klang seaport CFS, you will only pay est. RM1200 to RM1500 for clearance and delivery to Klang valley door from Port Klang seaport CFS

And for the Cargo Insurance, it will be at range (0.3 to 0.5%) Eg :Cargo value x 110% x 0.5% = premium to pay.

Hope above give some ideas.

Dear VK,

Sorry I am new in this field, Of all the charges you mentioned in this blog, what are the charges that is actually the forwarding agent's fees/income and what are the charges that you consider as a disbursement, i.e. you pay on behalf of your client and you claim back and to who are these charges belong.

What is SMK: RM30/shipment?

Please help to advise

VK said...

Hi, to answer yours. Forwarding agent income varies depend on service offer. Typical forwarding service income are mainly only on the forwarding fee, custom documentation and custom examination only. The other billing items can be handled by other logistic providers on the same service chain.
SMK (system maklumat kastam)-similar to EDI . These are data transferring fees into custom system.

BaoBao said...

Dear VK,

May i know what is the recovery fee and agency fee for?

VK said...

Hi BaoBao, local import charges in Port Klang today are not as standardized as year before . One of the cause were due to complain raised from importer/exporter that carrier/consolidator price fixing. This is why sometimes we will see some extra billing items.
Recovery fees can means many . If local charges in Port Klang , can be recovery from manifest processing, documents collection , equipment imbalance and etc. Recovery fees can occur as export charges too. Just a billing items.
Agency Fees: A more standardized fees since many years , billed during Delivery Order release , for booking done with Freight Forwarder (An income and some cost recovery for the freight forwarder for handling the import shipment as receiving and releasing agent)

Hi Aslam Azad, what is the volume ? Do you intend to ship via LCL (consolidate with other cargo) or FCL ( a full container load ) a 20ft Gp may be?
Assuming your furniture is properly packed ( Wrapped up and all edges protected with proper wrapping) ,
if you send by LCL
For Ocean Freight you will need to pay about USD35 to USD50 per M3 or ton whichever greater + Local export charges (RM40 per m3 for CFS fee + RM650 approximately for other documentations and custom clearance) . This do not include transport charges to pick from your premise to Port Klang CFS . And excluded all other related charges at Bangladesh Port Chittangong .
If a 20ft FCL load. You will expect an Ocean Freight about USD700 to USD800/20ft GP + Local export charges about RM3000 . You need to deliver cargo to a warehouse at Port Klang for stuffing. Optional you can do stuffing yourself if you know how to do it. A freight agent can arrange the container to your premises. But the local charges may not varies a much , depend on where is your location. And again this charges mentioned only occurred at Malaysia. This exclude all related charges at Port of Discharge Chittangong. How this give you some idea on the charges.

I am new here. I would like to know how much is the clearance handling fee and all the legal fees everything + labour + transportation fee for paint product from Japan. Would like to know how mich from port Klang to Cheras Kuala Lumpur?
The weight is 1000 kg. Thank you and I really appreciate your advice. Thank you! Kunkun

VK said...

Hi Kunkun, for 1m3(1ton)of cargo PAINT , LCL import clearance and delivery up to Cheras, you will expect to pay about RM1200 to RM1500 depend service level offer and company you use , (base on proper documentation you manage to provide on time), otherwise extra charges may incur daily on the CFS storage. MOST import process you need to take note is , you must obtain import permit from Jabatan Alam Sekitar, Kementerian Sumber Asli Dan Alam Sekitar (DOE- Department of Enviroment ) . Pre-apply this prior cargo import or arrival, or you will no get custom clearance and if you substances are prohibited , you may even need to pay all cost and re-ship the goods back to Port of Origins . Other charges may incur Import Duty (25%) and Sales Tax (10%). Hope above information may help

Hi Wanthanz, sorry i missed out your post. Chemical and more over food related (consumable). You have to first get approval from Pharmaceutical Service Division of Ministry of Health prior importing the goods.
I can't tell how much is the logistics cost without details, such as shipper term ex-work or FOB, pick up location and delivery destination . Averagely for 1m3 of goods ship via seafreight ex-work term, will cost more or less RM3500 to RM5000 or more depend on the original and final point.

Hi VK,

I chanced upon your blog while searching for tax clearance cost + other costs involved for shipping 2 pcs (50kgs approx. in total ) from Bangkok to Kuala Lumpur.

1)What are the associated costs for shipping these ? I have got the shipping from port to port covered. I need to know if there are other charges.

2) I read your previous answers and you mentioned that an agent needs to be appointed for customs clearance etc. Is the agent a one stop service provider including transportation from port to my address ?

3)What is the cost of transportation from port klang to klang valley.

Thanks for your help!

Sarah

VK said...

Hi Sarah, since you have the charges Port to Port covered, ( 50kgs ,how many m3?). Your shipment are most probably a LCL consignment. You will still liable for the charges from CFS (port) , clearance and delivery to your final destination. Below are the charges you may expect, ( may varies from agent to agent depend on service you request).

1) LCL charges: RM40/m3 or revenue ton
2) EDI : RM30
3) DO fees : RM150 to RM180
4) Agency fees : RM150 to RM180
5) DO Collection fees : RM5
6) Forwarding fees and clearance service fees range from RM250 to RM400 ( or lesser if you negotiate)
7) Transport fees without labour around RM150 to RM250 for a 1 ton lorry (depend how far your place from Port Klang)
8) Port Charges ++ (Approximately RM14.50/m3/revenue ton
9) Other charges such as storage and custom tax if any.

AND on your question on one stop agent provider, yes they are many, and most logistics agent can provide the one stop service. They can offer you the total delivery service up to your door step.

(I might need custom clearance agent.)

i can transport it to KL by myself.

if NOT, what should we do ?

VK said...

Hi Maggie, Wali , for import clearance cost at Port Klang, you need to pay approximately per below

1) LCL charges: RM40/m3 or revenue ton
2) EDI : RM30
3) DO fees : RM150 to RM180/set
4) Agency fees : RM150 to RM180/set DO
5) DO Collection fees : RM5
6) Forwarding fees and clearance service fees range from RM250 to RM400 / shipment( or lesser if you negotiate)
7) Transport fees without labour around RM150 to RM250 for a 1 ton lorry (depend how far your place from Port Klang)
8) Port Charges ++ (Approximately RM14.50/m3/revenue ton
9) Other charges such as storage and custom tax if any.

For plastic hanger (take note, import duty 20% and sales tax 10% applied( Even if import as personal use. Tax applied , unless it is at a justify volume for just a household families use.(eg 1 to 2 dozen ) But this is too subject to custom decision.

For textiles ( take note import duty 20 to 25% depend on materials and sales tax 10%) .

Cargo can be imported into Malaysia thru a company or a personal name . Important is shipping documents must match the importer name. Eg, On the Bill Of Lading ,consignee column must wrote the name of the importer who liase with custom office .Same goes to Packing list and Invoice.

For the custom clearance process , the importer can issue a letter of appointment to custom office to appoint a forwarding agent (a custom broker of his choice).

Upon custom cleared , tax and earlier mention port and handling fees paid, importer can choose to collect the goods and arrange own transport. The Forwarding agent will guide and present at the warehouse during the collection / loading as to hand over shipment.

Hi VK,

I came across this blog while researching on shipping. I am relocating from Sydney to KL soon and plan to ship my personal effects (TV, clothing, shoes, some other small items). It will probably be less than 100kg. I have contacted a shipping company and they have quoted me the price from Sydney to KL port (not sure at this stage whether it's Port Klang).

They have also quoted me custom clearance and delivery to door of USD2/kg. Is this reasonable? Or should I try to engage a local agent for clearance and delivery to door in KL?

Thanks for your help

Evie

VK said...

Hi Evie, base on what they quote USD2/kg , Door to door delivery. Reasonable rate , whether it is via Airfreight( most probably since cargo are only 100kgs )or seafreight. Just assure you give them correct packing information. Cargo density may have big varies for volume weight ( the chargeable weight)if package are big to a light cargo.

Hi Chowsc, there is no service of consol (LCL) for frozen item. You may only choose a full reefer container load.(FCL) 20ft or 40ft. Or if small volume opt for Airfreight. These service are regular and most forwarder offer.

Hi Mia, seller sells to you on CIF terms up to Malaysia Port. You will have to pay all others charge in Malaysia (upon cargo landed) The Local and custom clerance charges such as THC or LCL charges, warehouse charges, documentations , agency fees, custom clearances , trucking and etc. Depend on your cargo size, delivery address, whether you use Less container load (LCL) or full container load (FCL)it may cost you in range RM900++ to RM2000++ or more. Your items are subjected to custom import duty and sales tax too. For Ceramic or glass kitchenware you need to pay 30% import duty and 10% sales tax.(Means tax payable will be approximate 50% of your cargo value). Hope this little info. help

Hi Eric,
Consolidator warehouse for domestic ( West to East Malaysia) are most or all located outside of the Port Free Zone. Transhipment will be expensive and long procedure. You need to book with a consol operator who have a hub in Singapore. They will have the service Hamburg to Tawau via Singapore. Should your shipment already sailed , then you will have only 2 options. 1) Clear custom at Port Klang and later re-export to Tawau as domestic consol cargo. 2) Ship it to Singapore and tranship from there to Tawau. You may contact the consolidator for advice and quote . They will have the service.

Good day!

We plan to bring in GPS tracker (tariff code: 852691000 with small quantity (less than 100units).
Please advise:
1) the shipping procedure
2) shipping agent which near Puchong.
3) shipping cost via sea/air

Hope to hear from you soon.

Thanks & regards,

VK said...

Hi Bernice, Tyre import will incur import duty 40% and sales tax 10% . And you need to have import permit (Sirim ,ministry of trade and etc.)and various certification (DOT certificate and etc)of your product. Assure this is done prior your import. ( check www.tariff.customs.gov.my ) HS code 4011 .... as keyword search. Go to right screen double click the most suitable description and it will show you the manner of import.

VK said...

Hi ,GPS tracker import , you need to obtain SIRIM approval prior import. There will be a 10% sales tax . check www.tariff.customs.gov.my
For 100 pcs , i dont think the size and weight is big, i would said airfreight best secure option. Most forwarder can accept your biz, but you must apply SIRIM youself as the importer .

Anonymous said...

Thanks & regards.

Hi VK,

Thanks for your replied.

For the GPS trackers, we had already received the certificate from SIRIM and registered in Dagang Net too.

For 100 sets, the size and weight is as below:
Weight: 27kg
Carton size: 45 x 37 x 40cm (2 cartons)

If we use air freight, the China supplier will arrange it for us via FedEx.

What we need to do after the China supplier send out the order for us? 1)Go to Dagang Net to apply the import permit?
2) Then go to SIRIM for sticker after get approval from Dagang Net?
3) What's the next step? How should we communicate with FedEx Malaysia? The sticker will only stick on the devices after we receive?

Please advice and hope to hear from you soon.

VK said...

Hi , since you already have sirim approval from the 100sets and supplier send by Fedex. ( mean door to door) . Fedex will contact you once items arrived on request for supporting documents for custom clearance. You provide them the necessary documents , pay custom tax and upon custom cleared , they will deliver it to your door step.
And again , you already know supplier will courier by Fedex, you can contact Fedex KLIA office 03-87782400 , get a word with their operation incharge for custom clearance. They will sure able to clear your double.

Hi VK,

Hi VK,

Regarding your previous comment:

'Clearance cost At Port Klang Seafreight base on per revenue ton ( m3 or weight whichever greater ) 1000kgs=1m3

Subject to other charges such as storage if delay in cargo collection , carpenter fees and etc per official receipts.

For 1000kgs should be around : RM832
For 3000kgs should be around : RM912

Breakdown below

1)THC: RM40/m3
2)EDI: RM30/set
3)DO: RM110/set
4)DO collection fees: RM5/set
5)Agency fee: RM130/set
6)Forwarding fees: RM100/shipment
7)Custom exam : RM50/shipment
8)Custom docs: RM50/shipment
9)GST 6% : RM12
10)SMK : RM30/shipment
11)EFT : RM25
12)Transport within Klang valley : RM250 up to 3 tons (depend on delivery address)'

Which company do you recommend for the above fees? The forwarding company assigned to me is charging me around the same amount for a 53kg shipment. Is this ridiculous?

VK said...

Hi used container price goes by conditions (grade), market demand ,inventory and years build. Currently Port Klang is shortage of 20ft GP and will go by the price in range RM4800 to RM5500 / unit. You can contact any freight forwarder, they will able to provide.

VK said...

Hi Ye Shann , even though your cargo is on 53kgs, minimum charges applied ( see those charge code bill per shipment basis). A same work process take place. The agent still need to collect documents, process custom edi, present custom documents, attend warehouse and etc. Warehouse still need to unstuff the container , breakbulk and etc. And some charges goes by a minimum 1m3 for cargo less than this.

I would like to know the what sorts of permits, import duty, sales tax and forwarding agent fees on imported dried seafood like sea cucumbers and fish maw, ard 150kg to 200kg.

Thank you very much!

VK said...

Hi CL , importing seafood need import permit from Jabatan Perikanan Malaysia (www.dof.gov.my). Please assure you have perikanan license before bringing in the goods or else once the goods landed without , the penalty will be very hefty. On import duty structure , you can check from custom tariff web. http://tariff.customs.gov.my . Different category occur different tariff such as fresh, type of sea products, processes, canned ,frozen and etc

Thanks, VK!

I will check with the DOF about the permits.

Hi

If i want to import 20' flat rack (new and used) from SIN - PKG , will there be any import duty charges ?

VK said...

Hi The Keeper, for domestic ocean freight you see guide on my domestic posting .http://malaysialogisticsbuzz.blogspot.com/2012/01/ocean-freight-as-of-jan-2012-domestics.html
Ocean Freight Port Klang to Tawau will be about RM1700/20ft and RM3400/40ft subject EBS RM552/20ft and RM1104/40ft , subject to all other related export and import local charges.

As for Import via Bukit Kayu Hitam. You have to first appoint a custom broker at Bukit Kayu Hitam to act on your behalf unless you want to personally present at custom office to make custom clearance. The custom broker will advice you related documents needed as well as if your goods have permit requirement or if prohibited or not.

Hi VK,

For the pass, I always import goods from China. So all these clearance just give agent to do. But recently there is demand for product from USA and Korea. Can I know roughly how the flow? Any forwarder agent for both air freight and sea freight to recommend. If you know any u can email me. spencer_chieng@hotmail.com

Very thanks for the help. And one thing, recently GST is replace the SST, so suppose cost will drop. But as I know, normally only air freight will kena sales tax 10%. How about sea freight I din't hear got kena. So is that means the forwarder agent run the tax before this?

Hello , i have an enquiry.

Our 20' container from Australia (with Students' Personnel effect) arrived Port Klang on the 6 April 2015. Due to our mistake, the BL has to be changed and causing delay. We accepted the fact it was our fault. So we were being told to do the changes on the BL before the Malaysia forwarding can do the necessary things - ie custom clearance, inspection etc.

The shipping liner from the port of origin (Australia) charged us $55 for the changes and the shipping liner from the Port Klang quoted RM 310. Of course we would go with our side (Australia). Payment was cleared 8 April and amended BL Telex was released 9 April.

Then we were being told from the shipping liner based in Malaysia that we have to pay for additional MYR700 is custom compound (penalties )

The charges breakdown as per below :-
MYR500 – CUSTOM COMPOUND
MYR100 – AMENDMENT FEE
MYR100 – ADMIN FEE

We were so confused right now to what is this custom compound fees ?? Custom clearance is all OK but now the custom compound, another amendment fee and admin fee plus 6% GST, seems like double charges where we just need to amend the BL right?

On top of that, obviously we have to pay for detention and demurrage as advised by our Malaysia forwarding agent as we only have 5 days free at the Port.

Again today they mentioned additional Port Storage and Carpentery - break the seal for kastam examine as we were using a padlock? Will it be an issue the fact that in the quotation given by the forwardinf agent already included Local PKL charges THC, inspection, custom clearance and examination fee

We feel so frustrated as this is our 6th time doing shipment for Malaysian students in Sydney. Since we are helping out the students, seems the costs we are paying at Malaysia is too much.

Any comments/ feedback on this case?

Also does this local charges looks alright?

1. Local PKL charges (may be subject to GST 6% will bill back to back):
THC :RM 350.00
DO :RM 170
EDI : Rm 30
Inspection : RM 20

2.Agency fee RM 150
3. Custom clearance RM 250
Additional set Rm 5.30 / set
4. Examination (if any) : RM 300 / container
5. Haulage to warehouse : RM 647.34
6. Unloading and Loading + tally of items RM 400
7. Forklift Charges Rm 75
8. Delivery varies from locations and postcodes

VK said...

Hi Shairah, the charges you listed is reasonable . Yes, amendment on manifest will occur custom penalty and the are paper and resubmitting jobs to be done too. Many countries included Malaysia, we must process the manifest 24 to 48 hrs before vessel arrival. These are for safety regulation, and to know what is expected to land.

VK said...

Hi Ken, food supplement import , you need to first obtain permit from FOSIM. There is no different in custom tariff importing from any entries point (KUL airport, Port Klang, Pasir Gudang ,Penang, Kota Kinabalu, Kuantan, Kuching and etc). Custom tariff is base on HS Code. You can compare both the K1 forms on the HS Code. Custom documents have 7 years retention period. Any irregularity may lead the importer into custom penalty or more problem. Therefore , always select a reputable custom broker, and no short cut. An importer company records what biz he is in , and what he import are usually related only to his biz. Just as an example. Custom system link to more information than you ever predict.

Hi VK,

I would like to import (1) packed muesli snacks and bars made in Singapore into Malaysia and (2) package coffee from Taiwan. The quantity will be 5-10 carton boxes for my small retail business. What is the best way and cheapest way to do this? Can a clearing agent simply handle everything for me but I am wondering if I can even protect my margin... I am thinking if I should even fly the goods myself from Singapore to Malaysia if that make economic sense vs going through laborious or even more expensive import/custom cost? Look forward to hearing your advice. Thank you so much.

HI, you can check custom tariff from http://tariff.customs.gov.my/

For pillow should be of HS code 9404... subject to custom office acceptance. Take note on the import duty and gst.

Yes, as first time importer you need a forwarder to help you. You can either purchase the item DDP (door to door) seller sell goods include delivery cost or you appoint a forwarder at Malaysia to help you pick up the cargo from China.

VK said...

Hi Titi Caca, importing food other than own consumption (only a month supply or per custom acceptable limit )you need permit or approval from Ministry of Health. FoSIM. With the approval your cargo upon arrival will go thru inspection , to assure items are per descriptions, proper packaging with local acceptable words(English or Bahasa Malaysia) and ingredients clearly printed and etc. At such, i suggest you use a forwarder service to assist on the clearance. (Although a forwarder will not able to assist on the permit application , as this have to be done by import and to be register and done online.). You are new and try to save this cost may lead to a higher expenses.

VK said...

Hi Sora, hope you get some emails reply . Exporter in Vietnam asking you for the HS CODE, could be just their service and caution. Being a service , the exporter may want to provide you with Form D (certificate of Origin for your shipment). With this your may enjoy a preferential custom tariff with agreement under AFTA. You will save on import duty if any. Or given a wrong HS Code may lead your product to a higher import tariff or prohibited or import with permit only and etc.

You can check your product HS Code http://tariff.customs.gov.my/

You must assure your cargo import is not prohibited or if need of a permit (eg from DOE (department of Environment). You need to first obtain the permit.

And again , you can ask them the similar question , since they are the exporter , they should have the HS Code in hand. With this , you can check the HS Code tariff and requirement in Malaysia. HS Code are same worldwide on it descriptions and categories, only varies on the tariff on individual countries.

With all this cleared , and ready to import, suggest you appoint a custom broker or forwarder to guide you. You are first time importer.

And take note the short transit time Vietnam to Malaysia. You should get all ready (custom broker appointment ready, import permit obtained and etc ) before giving your exporter green light to ship your cargo . If cargo arrived before you are ready , you will end up with huge unnecessary charges and penalty.

Hi VK,
Thanks for the helpful contents in your blog. I am going to export a full 20ft container of instant coffee from Port Klang to my counterpart in Shenzhen. We have to do both the export from Malaysia and import from Shenzhen. We will ship from door to door if this is the easiest. Here is the list of questions that we have:
1) Is export permit or any food certification required
for this shipment?
2) What export duties will be imposed and how much would be that be?
3) How much would be the estimated freight costs of this shipment? Can you estimate the breakdown costs?
4) How much is the insurance?
5) How to get the GST rebate from export? What kind of documentations to be done and kept?
6) Is there VAT and any import duties incurred for importation in Shenzhen?
7) Knowing that there is tax discount if Certificate of Origin (CO) is issued? Is it only the manufacturer that can issue the CO document or MITI?
8) Is import permit and food certification required for importation?
9) There are a few brands of instant coffee in this same shipment. Can this be done in the same container?

We would be very grateful if these are answer. Thanks.
